BALAD GRUP – The Directorate General of Aquaculture of the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia (Ditjen PB KKP RI) has carried out a site survey of aquaculture operations managed by PT Bandar Laut Dunia Grup (BALAD Grup) in the Kangean Bay Cluster, Sumenep Regency, East Java. This activity took place over four days, from Friday, May 30 to Monday, June 2, 2025.
The survey covered 16 bays within the Kangean cluster, where BALAD Grup currently operates four main aquaculture businesses: lobster, seaweed, sea cucumber, and grouper cultivation.
This survey forms part of a broader validation process for aquaculture locations and activities, which is a prerequisite for the issuance of both domestic and international aquaculture permits. As mandated by Indonesian law, Ditjen PB KKP RI is the official authority responsible for the verification and issuance of aquaculture licenses.

The survey conducted at BALAD Grup’s aquaculture sites signifies more than a procedural review. It represents official recognition, support, and legal endorsement from the government. Consequently, the lobster aquaculture operations of BALAD Grup in the Kangean Bay Cluster are now progressing toward full legal status and export readiness.
The domestic aquaculture permit issued by Ditjen PB KKP RI will serve as a fundamental basis for the issuance of Recommendation Letters and Quota Allocations for joint venture partnerships in Vietnam. This milestone will also mark the beginning of BALAD Grup’s export activities for Lobster Seeds (Benih Bening Lobster – BBL).
The survey was conducted in collaboration with teams from Ditjen PB KKP RI, BALAD Grup, GLORA Grup, and partner entities from Jakarta and Vietnam. The delegation traveled to the site via a private yacht from Kalianget Port and stayed at the BALAD Grup’s Mess Facility or Modular Housing Units (RBP) located near the aquaculture area.
